General Information

Introduction

Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

CIHR was created in 2000 under the authority of the Canadian Institutes of Health Research Act. It is an independent agency and is accountable to Parliament through the Minister of Health.

Our mission is to create new scientific knowledge and to enable its translation into improved health, more effective health services and products, and a strengthened Canadian health care system.

CIHR is the largest funder of health research in Canada. Composed of 13 "virtual" Institutes and three business portfolios, CIHR provides leadership and support to over 13,000 world-class researchers from all pillars of health research and from all regions of Canada.

CIHR is part of the Health Portfolio which supports the Minister of Health in maintaining and improving the health of Canadians.

CIHR reports to Parliament through the Minister of Health and plays a key role in the Health Portfolio, the focal point for the Government of Canada's health–related activities. As Canada's health research funding agency, CIHR makes an essential contribution to the Minister of Health's overall responsibilities by funding the research and knowledge translation needed to inform the evolution of Canadian health policy and regulation.

Responsibilities

CIHR's institutes bring together all partners in the research process – the people who fund research, those who carry it out and those who use its results – to share ideas and focus on what Canadians need: good health and the means to prevent disease and fight it when it happens. Each institute supports a broad spectrum of research in its topic areas and, in consultation with its stakeholders, sets priorities for research in those areas.

Each of CIHR's 13 Institutes is led by a Scientific Director, supported by an Institute Advisory Board.

CIHR is led by a President and a Governing Council comprised of up to 18 members appointed by Order-in-Council. The Governing Council sets the overall strategic direction, goals and policies. It establishes Health Research Institutes and determines the mandate of each. As outlined in the legislation, the Governing Council is responsible for developing its strategic direction, goals and policies; evaluating its performance, approving its budget; establishing a peer review process for research proposals submitted to CIHR; approving funding for research; approving other expenditures to carry out its objective; establishing policies that encourage consultation and collaboration with persons and organizations that have an interest in health research; and dealing with any other matter that the Governing Council considers related to the affairs of CIHR.

Canada on the Move: Step One

Description: Information about a 'natural experiment' conducted by the Institute of Nutrition, Metabolism and Diabetes (INMD). The purpose is to collect voluntary feedback from members of the public using pedometers. The information gathered will be used to further INMD's strategic priority in obesity and healthy body weight research.

Canada on the Move: Step One (CMSO)

Career Investigators

Description: Originally called the Associateship Program, the Career Investigators program was established in 1956 as a means of providing funds for salaries of a limited number of individuals of outstanding ability and training who made research a full-time career. All awards were discontinued in the year 2000.

CIHR Genomics Research Program

Description: This program has as its objective the analysis of the human and other selected genomes and proteomes, including the development of related technologies and bioinformatics, and the study of corresponding medical, ethical, legal and social issues.

CIHR Research Resource Grant Program

Description: Through this program, it is the intent of CIHR to support research-enabling environments by providing funding for core resources for research conducted by an individual, a team or consortia of productive researcher(s). The specific objectives of the program are to ensure that research resources are deployed in a cost effective manner; to increase researcher(s) productivity; to increase the effectiveness of federal research funding and to enhance collaboration among researchers.

CIHR Team Grant Program (this replaces Group Grants and Interdisciplinary Health Research Teams (IHRTs))

Description: The objective of the program is to strengthen Canadian health research by supporting teams of talented and experienced researchers conducting high-quality research and providing superior research training and mentorship. The program emphasis is on the production of new knowledge, and the translation of research findings into improvements in the health of Canadians and the Canadian health care system.

Health Professional Student Research Awards (formerly known as the Burroughs Wellcome Fund Student Research Awards)

Description: A number of awards will be provided each year to each Canadian school of medicine, dentistry, veterinary medicine, pharmacy, optometry, ophthalmology, nursing, midwifery, audiology / speech language pathology, dietetics, occupational therapy, chiropractic medicine, physiotherapy, athletic therapy, respiratory therapy, social work and clinical psychology programs to enable health professional students to gain exposure to research at any time throughout the year.

Health Research Programs of Excellence

Description: These programs are trans-disciplinary research programs representing at least two of the four themes of health research, with an emphasis on research translation between the themes, and focused on an important health problem.

Institutional Establishment and Development Grant

Description: To increase the capacity of all Canadian research institutions to undertake excellent health research. Accordingly, it announces a one-time opportunity for Institutional Grants, with two specific objectives: Establishment Grants: To facilitate the recruitment to Canadian institutions of excellent international health researchers, or Canadian citizens who have established their reputation for excellence in health research through careers developed outside Canada. Development Grants: To permit underdeveloped institutions to undertake activities increasing their competitiveness in applications for CIHR funding.

Intellectual Property Management Program (IPM)

Description: This program accelerates the transfer of knowledge and technology residing in Canadian universities and hospitals for the benefit of Canada. IPM grants are intended to strengthen the ability of these institutions to manage their intellectual property, to attract potential users and to promote the professional development of intellectual property personnel. The ultimate goal is to contribute to the strengthening of Canada's competitiveness in a knowledge-based global economy. A joint participation with the Natural Sciences and Engineering Research Council (NSERC) and the Social Sciences and Humanities Research Council (SSHRC).

Interdisciplinary Capacity Enhancement (ICE) Team Grant Program

International Scientific Exchanges

Internal Services

Internal services constitute groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. These groups are management and oversight services, communications services, legal services, human resources management services, financial management services, information management services, information technology services, real property services, materiel services, acquisition services, and travel and other administrative services. Internal services include only those activities and resources that apply across an organization and not to those provided specifically to a program.

Acquisition Services

Acquisition services involve activities undertaken to acquire a good or service to fulfill a properly completed request (including a complete and accurate definition of requirements and certification that funds are available) until entering into or amending a contract.

Communications Services

Communications services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well coordinated and responsive to the diverse information needs of the public. The communications management function ensures that the public—internal or external—receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.

Financial Management Services

Financial management services involve activities undertaken to ensure the prudent use of public resources, including planning, budgeting, accounting, reporting, control and oversight, analysis, decision support and advice, and financial systems.

Human Resources Management Services

Human resources management services involve activities undertaken for determining strategic direction, allocating resources among services and processes, as well as activities relating to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies and plans.

Information Management Services

Information management services involve activities undertaken to achieve efficient and effective information management to support program and service delivery; foster informed decision making; facilitate accountability, transparency and collaboration; and preserve and ensure access to information and records for the benefit of present and future generations.

Information Technology Services

Information technology services involve activities undertaken to achieve efficient and effective use of information technology to support government priorities and program delivery, to increase productivity, and to enhance services to the public.

Legal services

Legal services involve activities undertaken to enable government departments and agencies to pursue policy, program and service delivery priorities and objectives within a legally sound framework.

Management and Oversight Services

Management and oversight services involve activities undertaken for determining strategic direction and allocating resources among services and processes, as well as those activities related to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies or plans.

Materiel Services

Materiel services involve activities undertaken to ensure that materiel can be managed by departments in a sustainable and financially responsible manner that supports the cost-effective and efficient delivery of government programs.

Real Property Services

Real property services involve activities undertaken to ensure that real property is managed in a sustainable and financially responsible manner, throughout its life cycle, to support the cost-effective and efficient delivery of government programs.

Travel and Other Administrative Services

Travel and other administrative services include Government of Canada travel services, as well as those other internal services that do not smoothly fit with any of the internal services categories.
