General Information
Introduction
Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.
The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.
Background
CIHR was created in 2000 under the authority of the Canadian Institutes of Health Research Act. It is an independent agency and is accountable to Parliament through the Minister of Health.
Our mission is to create new scientific knowledge and to enable its translation into improved health, more effective health services and products, and a strengthened Canadian health care system.
CIHR is the largest funder of health research in Canada. Composed of 13 "virtual" Institutes and three business portfolios, CIHR provides leadership and support to over 13,000 world-class researchers from all pillars of health research and from all regions of Canada.
CIHR is part of the Health Portfolio which supports the Minister of Health in maintaining and improving the health of Canadians.
CIHR reports to Parliament through the Minister of Health and plays a key role in the Health Portfolio, the focal point for the Government of Canada's health–related activities. As Canada's health research funding agency, CIHR makes an essential contribution to the Minister of Health's overall responsibilities by funding the research and knowledge translation needed to inform the evolution of Canadian health policy and regulation.
Responsibilities
CIHR's institutes bring together all partners in the research process – the people who fund research, those who carry it out and those who use its results – to share ideas and focus on what Canadians need: good health and the means to prevent disease and fight it when it happens. Each institute supports a broad spectrum of research in its topic areas and, in consultation with its stakeholders, sets priorities for research in those areas.
Each of CIHR's 13 Institutes is led by a Scientific Director, supported by an Institute Advisory Board.
CIHR is led by a President and a Governing Council comprised of up to 18 members appointed by Order-in-Council. The Governing Council sets the overall strategic direction, goals and policies. It establishes Health Research Institutes and determines the mandate of each. As outlined in the legislation, the Governing Council is responsible for developing its strategic direction, goals and policies; evaluating its performance, approving its budget; establishing a peer review process for research proposals submitted to CIHR; approving funding for research; approving other expenditures to carry out its objective; establishing policies that encourage consultation and collaboration with persons and organizations that have an interest in health research; and dealing with any other matter that the Governing Council considers related to the affairs of CIHR.
Institutional Functions, Programs and Activities
CIHR was designed to respond to the evolving needs for health research and seeks to transform health research in Canada by:
- funding both investigator-initiated research as well as research on targeted priority areas;
- building research capacity in under-developed areas and training the next generation of health researchers; and
- focusing on knowledge translation that facilitates the application of the results of research and their transformation into new policies, practices, procedures, products and services.
CHIR has five key program activities:
- Health Knowledge: This Program Activity supports the creation of new knowledge across all areas of health research to improve health and the health system. This is achieved by managing CIHR's open PPU competition and related peer review processes based on internationally accepted standards of scientific excellence.
- Health Researchers: This Program Activity aims to build health research capacity to improve health and the health system by supporting the training and careers of excellent health researchers through a competitive peer review process based on internationally accepted standards of scientific excellence.
- Health Research Commercialization: This program activity supports and facilitates the commercialization of health research to improve health and the health system. This is achieved by managing funding competitions to provide grants in partnership with the private sector (where relevant); by using peer review processes based on internationally accepted standards of scientific excellence; and by building and strengthening the capacity of Canadian health researchers to engage in the commercialization process.
- Health and Health Services Advances: Through the competitive peer review process, based on internationally accepted standards of scientific excellence, these programs aim to support the creation of new knowledge in strategic priority areas and its translation into improved health and a strengthened health system.
- Internal Services: Internal Services are groups of related activities and resources to support the needs of programs and to meet other corporate obligations of CIHR. These services include such functional areas as Finance, Procurement, Planning, Human Resources, Informatics, Security, Information Management, Internal Audit, Evaluation and Analysis, Marketing and Communications, and Corporate Governance.

Canada on the Move: Step One
Description: Information about a 'natural experiment' conducted by the Institute of Nutrition, Metabolism and Diabetes (INMD). The purpose is to collect voluntary feedback from members of the public using pedometers. The information gathered will be used to further INMD's strategic priority in obesity and healthy body weight research.

Career Investigators
Description: Originally called the Associateship Program, the Career Investigators program was established in 1956 as a means of providing funds for salaries of a limited number of individuals of outstanding ability and training who made research a full-time career. All awards were discontinued in the year 2000.

CIHR Genomics Research Program
