2020-21 Departmental Results Report: Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

1. Context

Although the Canadian Institutes of Health Research (CIHR) is not bound by the Federal Sustainable Development Act and is not required to develop a full Departmental Sustainable Development Strategy (DSDS), CIHR adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, CIHR supports sustainable development by integrating environmental performance considerations into the procurement decision making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

FSDS: Green Procurement incorporates environmental criteria into purchasing decisions. Procurement agents who are trained to apply such criteria can award contracts while taking environmental considerations into account in its purchasing decisions and by promoting sustainable workplace practices.

Performance Indicator: Percentage of Managers and functional heads of procurement and materiel whose performance evaluation includes support and contribution toward green procurement, in fiscal year 2020–21.

To date, green procurement has not been included in their performance plans.

FSDS: The Policy on Green Procurement remains a priority for managers and functional heads and their performance evaluations will include support and contribution towards green procurement in the 2021-22 fiscal year.

Ensure that decision makers, and material management and procurement specialists have the necessary training and awareness to support green procurement.

Three of the four procurement specialists who were with the agency at the end of 2020-21 have completed the course. The fourth procurement specialist joined the procurement unit during 2020-21, therefore, did not have the necessary time to complete the required training by year-end

FSDS: Green procurement incorporates environmental criteria into purchasing decisions. Procurement specialists who are trained to apply such criteria can award contracts while taking environmental considerations into account in its procurement decisions by promoting sustainable workplace practices and in applying its principles throughout the procurement process.

3. Report on integrating sustainable development

During the 2020–21 reporting cycle, CIHR had no proposals that required a strategic environmental assessment (SEA) and no public statements were produced.
